Narrator is turned off but I still have blue boxes outlining everything. How can I get ride of the boxes?

In my picture when i click on one the blue focus shadow appears then after that there is a blue out line or box around. it and i also have it on almost everything i click on. I think I have turned off narrator but being not computer savvy i am not sure if i did or not. Now this all seemed to happen after an Intel update.Or It seemed to appear after that on windows 10 pc. It is annoying I have tried contacting all the techs i know of and so far no luck. I will send a snip phot0

of what i am talking about. Any ideas would be welcome and a fix would really be great

Outline in Narration Box | Windows Settings

Hi!

This is a question about my Windows 10 Enterprise Distribution that I'm using and currently, actively modifying.

Could anyone please provide on insight on what this is and what triggers it to happen?

Whenever I go into Windows Update on my normal PC, my cursor should be set up to where it automatically jumps into the narration box everytime like this:

As far as I'm concerned, my main work PC, of which I run as an admin, is working fine, and this is normal, but on my other computer with fresh Windows 10 installed, sometimes when I bring settings up, the insertion point does not have the narration box selected,
but instead, it creates a white boarderline around 'Check for Updates' and you can see an example of this in my next screenshot:

I have been researching this for a few weeks but unfortunately, I haven't been able to set the new one up like my home PC and eliminate this problem for happening. As I'm really interested in customizing the GUI alot, I was wondering if anyone could provide
an explanation as to what instigates this behavior so that you can help me get back on track?

Of the following, here are some of the steps I have taken to gather some information.

-Ran SFC, CHKDSK, DISM and Error Checked Drives, everything has come up clean, I don't believe any corruption is present as both of these machines are relatively new, having been put up last month prior to this question.

-Narrator has been turned off. I have read that this has something to do with Narrator, of which both have been turned off on either machine, unfortunately, that didn't give me much insight as to what triggered this.
