Windows 10: Nearby sharing can't save content

I'm trying to share between a PC and a laptop, both Windows 10, newest version. They each find the other one okay. When I send a file from the PC to the laptop, it says that it is unable to save the content. If I send it from the laptop to the PC, everything works fine. I've Googled this and tried all the steps recommended on several sites, but it still doesn't work. Any help would be greatly appreciated.

Nearby sharing can't save content

When I use nearby sharing from my Surface laptop to my PC, it works fine. But when I try to share a file from the PC to the Surface, I get the receiving message, but when I click on "save," the message says the content can't be saved. Ask the person to try to share again. I've tried different files, all with the same result. I've Googled the problem and gone through all the help steps I've found, but to no avail. Any help would be greatly appreciated.

WinVer 21H2 on both.

Nearby Sharing

I have reviewed most of the older posts and their possible solutions about this problem but none have worked for me. I am posting the same problem in the hope that someone has found a more recent solution. Here is my setup:

• Both PC and Laptop running v.1903.
• Both are on the same WiFi network.
• Laptop connects to the network via WiFi
• PC has both ethernet connection and WiFi enabled.
• PC - Realtek Bluetooth 4.0
• Laptop - Qualcomm Atheros 4.1
• Both bluetooth radios supports Low Energy Central Role = true
• Both set up for nearby sharing. "Everyone nearby" selected on both.
• The two machines are about 4 meters apart.

"Looking for nearby devices" fails in both directions. I would appreciate any help.
