Windows 10: Need admin permission to change my time zone, but I am the admin and only account.

Hello!Useful info: I have just factory reset my PC, and I reset it without doing the transferring files thing, I backed up what I needed elsewhere, downloaded windows 10 again from the device but nuked everything else.After the reset I noticed the clock wasn't the proper time. Initially when I set the PC up again, I declined location services so I thought this was the issue, I enabled location but no fix. I noticed in the Date & time section of the Settings that I could manually set the time, which I've done, but I can see lower down that my PC is set to US & Canada Pacific Time, and t

I need the admins permission to change the time zone but I AM the admin

For some odd reason I am unable make changes to my new HP like change the time zone despite being the admin and is very frustrating, I've checked multiple times and I'm still the one and only admin but I still can't access certain things.

I cant change a time zone as my computer nor my laptop recognize me as admin. Ive tried:

CMD typying user administrator active/:yes (inthink thats whatvtje support person suggested), creating a new account w admin privileges (didnt work either), obviously restarting. Im hetting really frustrated. About to return and get a different brand if
no help.
