Windows 10: Need better control of wifi APs than "connect automatically"

Wifi networks can be set to "connect automatically". Or not.

The problem is, once connected, it will reconnect to that network automatically, even if the "connect automatically" setting is off.

So if I'm tethered to my phone, and then return home, I'd want it to prefer my home wifi AP. But it keeps automatically connecting to the phone's hotspot, if it's still active, despite that network not set to connect automatically. It's chewing up huge amounts of data from my mobile plan.

How can I deal with this?

E61 and WiFI, will it connect automatically or not?

I'd like to get my self this device just for its WiFi capability. I need to understand if it will connect automatically to an access point when it detect it, like in cafe-shops, public AP etc...

I've read it doesn't work that well as mobile PC or windows mobile, where you just pick an AP from a list and that's it.

Configure AP Mode with Same SSID to extend WiFi signal

When I reset the wifi on my cellphone it will connect fine to the AP wifi, same happened with my laptop, but the other devices no luck, my tablet is trying to con constantly and my other laptop says no internet secured.

There are reasons, which I won't describe here, why I don't want my laptop to automatically connect to my secure home network when my laptop is turned on.

• The WiFi auto connects when I turn on my laptop even though "Connect Automatically" is unchecked.

• WiFi Sense is turned off.

• Control Panel > Network Connections > Wi-Fi > Wireless Properties > All Boxes are not checked

When a start my computer, the WiFi still automatically connects to a secured network that I've connected to in the past.

I know that I can "Forget Network" and it won't automatically connect as the password has to be entered again. Why offer the feature to not connect automatically and it not work?

This is most frustrating...
