Windows 10: Need help doing a clean windows 10 install on a infected pc.

Long story short my modem got a DNS virus thanks to my ISP and now my computer is lagging like crazy and my internet connection is really bad.

I was thinking about formating my computer to get rid of any viruses that got into it but here is the problem i only have this pc so i'm forced to use it to create a windows 10 bootable usb drive... is there a way that i can create a windows 10 usb drive on this infected pc and have it not be infected as well? and my modem what should i do about it? i'm pretty much sure if i format my computer it will just get infected again when i connect it to my network right? so again anything i can do about all this? i was thinking about doing a reset on my modem and then downloading the media creation tool to create a windows 10 usb drive but that probably wont work because my pc is infected right?

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

I was hoping someone could give me a list of step by step instructions you use as a guide to clean virus, malware...etc. so I can keep my PC clean if it gets infected.
