    That is your UAC. User Account Control.
    Moving the slider up or down to change setting.

    "Don't notify" = turn off.

    I have now switched off the UAC, and then tried launching store or other metro apps Didn't work, tried methods on this thread. Also didn't worked.

    Try Control Panel>Security and Maintenance>Reliability History.
    or Control Panel>Type on search box "Reliability History".

    I have the same problem as yours and I noticed on my Reliability History that Windows has automatically updated my Metro Apps and is not working anymore.

    I did a repair install. Problem still persist. Good thing I have a system image though. Still don't know how to fix that. In the meantime I turned off the auto-update in Windows Store.
