Windows 10: Need help from an actual wiz computer know it all

So, I bought this new PC and I needed to get rid of all the bloatware it came with so I did a windows reset. Then I did another one for some reason, then I did a "fresh start" thing is, I did the "fresh start" with my logitech wireless controller bluetooth dongle plugged into the usb port. After the installation was complete, windows couldn't find drivers for the wireless controller dongle anymore. it's appearing in device manager as unknown device "logitech f710". update drivers doesn't work. the only thing that worked was manually selecting the drivers for wireless xbox 360 controller receiver from that list. thing is that even though the controller works that way, windows still doesn't know what kind of device im using. that wouldn't be a problem unless I had this recurring issue with my games not starting after a while and when trying to restart, windows being stuck on the "restarting" screen, just before it would be supposed to actually restart. I have a hunch it's cause of the controller. So i uninstalled the driver I forced and I'm trying to make windows recognize the controller by itself, like it did initially, before I reinstalled windows with the controller plugged in. if the restart stalling and the games not starting still happens after I resolve the usb issue, then it's not caused by the controller issue. Thing is that I also did another fresh start without the controller plugged in and it still didn't fix it.

I don't know. what do you think it might be. also, do you think the controller issue and the stalling restart and games not starting are related?

Is there a good guide out there on actually assembling the new rig?

List your system specs (All of the parts you're using), putting a computer together isn't very difficult. I can give you some steps on doing it no problem.
