Windows 10: Need help, tried a lot and nothing worked

My HP All-in-One 22 is only a few years old and only used for web browsing and some other light work, it suddenly started getting oddly slow so I restarted it, when it was restarting it completely froze, I had to hard restart it, after it booted it seemed normal, but the background and personalization was reset, I tried to open windows defender and it shows a message "Page not availableVeur IT administrator has limited access to some areas of this app, and the m you tried to access is not available. Contact IT helpdesk for more information" Problem is it's a personal Computer and always was,

Yes, I do appreciate your feedback and help. You're helping suggest ways on blocking all that, which is Step 1; we gotta take the first step. But the way that I'm looking at it is why stay stuck in Step 1 instead of moving on to Step 2? Step 2 is having a response to all this. So Step 1 is to block the non-sense, then Step 2 is to take down the source, if you see what I mean. I wanna apply Step 2. Let's move forward in the whole process, yah? =)

The tutorials provided are just a list of troubleshooting steps. Use only the steps which apply to you.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
