Windows 10: Need help upgrading to Windows 11 pro 24H2 form 23H2 0xc1900101 error

I have been trying to upgrade my PC Windows 11 Pro from 23H2 build 22631.5262 to 24H2 for several months. The upgrade downloads but always fails with the 0xc1900101 error. My pc meets all of the hardware requirements as per the Microsoft PC Health Check App. My system uses a Gigabyte Technology Co., Ltd. H470M DS3H -CF mother board, 2.90 gigahertz Intel Core i5-10400- 64 bit, 1.09 TB HDD, drive 0 15.85 Gigabytes Usable Memory, c: NTFS on drive 0 , 1.09 TB 855.87 GB free. UEFI: American Megatrends Inc. F4 08/28/2020. All of the security update have been installed. All of the drivers have be

The error code 0xC1900101 you're encountering during the Windows 11 21H2 upgrade process to versions 22H2 or 23H2 is generally associated with driver, firmware, or software incompatibilities. This error, especially in the context of the "SAFE_OS" phase, suggests that the system is running into issues when attempting to load or execute critical drivers or services during the upgrade process.

You need to enter in Explorer's address bar

This path is a hidden folder. If you cannot see it, please set up Show Hidden Files in the Explorer. Find the file named setupact.log and open it using Notepad or another text editor.

Because this log file is large, you may need to wait patiently until the file opens.

After opening, please search for 0xC1900101 from bottom to top until you start to see the Windows error 0xC1900101 error message. The error message will be accompanied by the error reason.

Well, I want to try this in a VMware VM but the other PCs I have stayed at - Windows 11 23H2, NOT upgraded.

Several Windows 11 21H2 computers will not upgrade to 23H2, error code 0xC1900101

We have about 20 computers under management that will not upgrade their build to 22H2 or 23H2. They consistently produce the error code 0xC1900101. This is a failing of the "SAFE_OS" mode where it boots into a Windows PE instance for the purpose of finishing the update, but it apparently is crashing in that step. I've tried various methods of performing the update. We've used the ISO inside of Windows, Windows Upgrade Assistant, and booting the computer off the ISO and none of them have helped us move forward. I'd prefer not to wipe and reload these computers. Has anyone else run into this?
