Windows 10: Need help. Windows GUI flickering

Hi

I need some help. Windows started having these flicker seizures a few weeks ago and I have not been able to find any good information on it.

I was able to record it. Youtube link

This is infuriating as it sucks up all cpu power. Only remedy is to sign out or better yet restart the computer. This leads to me losing what I was working on as it is barely responsive.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
