Windows 10: Need help with User Account settings in Security Properties

I honestly don't know when or how this happened, but I accidentally deleted the system Administrators account in Users at least I think it was the system Administrators account, is there more than one? I added it back but I'm not sure if I have the Permissions set correctly. Can someone please tell me what the settings should be on both the Security tab & Advanced Security Settings window?I wanted to change my account from an Admin to a Standard account but I can't. It says I have the only Admin account on this PC. That confuses me - what about the system Admin account, that doesn't coun

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

If you encounter the message "Access Denied" when trying to access a folder, follow these steps:

1. Click on the "Security" tab in the folder's properties window.
   
2. Click on "Advanced" to access detailed settings.
   
3. Next to "Owner," click on "Change."
   
4. In the "Advanced Security Settings" window, click on "Find Now."
   
5. Select your account from the search results and click "OK."
   
6. Click "OK" again to close the search results window.
   
7. Click on "Change Permissions" to reopen the window.
   
8. Click "Add."
   
9. Click "Select a principal" and follow the same steps to select the user, then check "Full Control."
   
10. After adding the user, click "OK."
    
11. The folder should now be accessible.
