Windows 10: NEED HELP

Discus and support NEED HELP in Windows 10 Drivers and Hardware to solve the problem; I cant delete a folder which took over control the whole device and wont accept me as a new owner no matter what and yes i tried getting permissions...     I cant delete a folder which took over control the whole device and wont accept me as a new owner no matter what and yes i tried getting permissions back it didn't work yes I tried creating new admin yes it didn't work yes I tried turning off the Admin and just delete it any other ideas ?
