Need Security (Policy) modification help or tips to resolve issue.

Windows Ver 1903 (OS Build 18362.657)

    Hi -
Hopefully someone with expertise in the Security Policies settings might provide me with some assistance. I am using a digitizer USB HID device on Win 10 that will enumerate itself successfully upon plugging it into a USB port. Works fine as a digitizer with no issues under Win 10.

I also have the digitizer vendor's 'software tool' that was written for Win 7 (they don't support this tool any longer) that should allow me to configure the HID device and store certain information into nonvolatile memory directly onto the digitizer. In order for this to work, the vendor's tool releases the USB device from the system and sends a command to change the digitizer's configuration to a 'Generic-HID' device which allows their software tool to communicate and make subsequent configuration changes. Once finished, the tool changes the device back to a 'Digitizer' which, again, enumerates with Windows and works as intended.

The software tool does not seem to be able to change the configuration under Win 10 but it does work under Win 7. If I were to use the device on a Win 7 machine and change the configuration to that of 'Generic-HID' then move the device back to a Win 10 machine, the vendor's tool will successfully communicate with the digitizer. Upon changing the device back to 'digitizer, Win 10 again enumerates and takes control of the device and the vendor's tool is no longer usable.

I am not at all versed in the proper setting of security policies and am wondering if there is some setting that is preventing the vendor's tool from gaining control of the device. I've reached out to the vendor for help but they are not interested. Of course I could do what I need to do in Win 7, etc. but I would like to get this working under Win 10.

I've tried running the software with Admin rights, etc. but have had no luck.

Does anyone have any ideas for me to try?
    Thanks
    Jim

    :)
