Windows 10: Need to enter Windows Hello PIN twice when creating new passkey

Is it expected behavior that I need to enter my Windows Hello PIN twice when creating a new passkey? The passkey creation process was initiated by Chrome browser. The second dialog does not say somethin like "Please enter you PIN again" it just says the same "checking that it's really you" like the first one.

Passkey disappeared after changing PIN

I recently started using the Hello passkey feature to use a PIN to log-in to my HP Probook, Windows 11 Pro, and to log into one specific app that requires a passkey. It worked fine until I decided to change my PIN to make it longer.

After changing my PIN, the app I need to log in to stopped showing the option to use Hello to sign in (it only offers me the choices of mobile or USB passkeys - same thing when just now I tried to log into this Microsoft site with a passkey, didn't show the option of Windows).

And looking under passkey settings in Windows, it says I have no saved passkeys.

(I've seen in the help docs here that the Windows login itself should appear on the passkey, list...? But I don't even see that.)

Any way to recover this? The passkey would've been stored locally on my PC...? Can I find that file?

I was not signed into Microsoft ever on this PC. But I hope they don't just delete all passkeys because of a simple PIN change....?

I can see that you are having issues with your PIN, let me see how I can assist you with this concern.

If you’ve forgotten your PIN and can’t access restricted console features, follow these steps:

1. When you’re prompted to enter your PIN on the console, enter any 6-digit combination three times.
   
2. Enter your Microsoft account password when prompted.
   
3. Select Make a new PIN.
   
4. Enter a new PIN, and then enter it again to confirm.

For now, we recommend changing the current PIN and see if it helps. See the instructions below:

• Open Settings (keyboard shortcut: Windows + I) >
  Accounts > Sign-in options.
• Click the Change button under PIN.
• Enter your current PIN; then, enter and confirm the new
  PIN underneath.
• Click I forgot my PIN.
• Enter your Microsoft account password; then, set up the new
  Pin.
