Windows 10: Need to remove Block and install .NET 4.5 Targeting pack for legacy apps

Got a new laptop with Win 10 Pro, Downloaded VS2022, but my legacy apps require .NET Framework 4.5 to build and NO I am not willing to go to latest .NET yet. My other systems with Win 10 Pro and VS2019 and VS2022 compile just fine. How can I remove the block and install targeting pack for .NET 4.5?

.Net Framework 4.5.2 Developer Pack fails to install

Strange, I have 4.5.2 installed on my machine for VS 2013, but I did not install the developer pack directly.

I did install VS 2015 as well, as well VS2013 Update 5. One of those two gave me the 4.5.2 targeting options in VS 2013.

I'd suggest first making sure you have Update 5 installed. If that doesn't add 4.5.2, then install the Community Version of VS 2015 (unless you have access to another edition, then use that).

 

Unable to uninstall .NET framework 4.5.1 Multi-Targeting Pack

I'm using Windows 10 Pro and I'm unable to uninstall .NET Framework 4.5.1 Multi-Targeting Pack from my machine.

I can select the program from the uninstall a program window and also click on uninstall, but after completing the uninstall wizard, the program still continues to be listed in the list of programs installed on my computer and when I try to uninstall again,
it goes through the same loop of steps without ever uninstalling the program.

Please help me uninstall this program.

This issue is the main cause why i need the same in the first place.
Installing .net 4.6 Didn't solved this though.
