Windows 10: Need to set up a new pin due to a change in my PC however I need access to the internet...

Recently repaired my PC and now I need to set up my PIN, however, I need access to the internet to do so. In my living situation I cannot access the internet without being able to go to a web browser initially. How can I set up my PIN again without internet?

"your pin is no longer available due to a change in security settings on this device. click to set up your pin again" but cant set up the new pin as wifi and ethernet are not working

once pc boots into windows and is on the login screen it says "your pin is no longer available due to a change in security settings on this device. click to set up your pin again". when "set up my pin" underneath is pressed it says it is unavailable due to not having internet, as ethernet or WIFI doesn't show up/work even though being plugged in and working with other devices, and cant download new drivers or try to get them working as cant access windows settings or edge as cant log in.

 

Cant Sign In, Needs New Pin, Internet Wont Work

I am trying to sign in, it says "Your pin is no longer available due to a change to the security settings on your device". I click to create a new pin but can't due to not having internet access. I dont have internet access due to a driver issue but I cant sign in to fix the issue without internet to create a new pin. There is no other options to enter the regular password for the account, I can only make a new pin.

It started when I said no internet secured then I lost my wireless Internet connection then I logged out of my pc after restarting and it came up with your pin is no longer available due to to a change to the security settings on this device click to set up your pin again and I don't have internet access to change it.
