Windows 10: .NET Frame initialization error

I have tried to update both dragon center and corsair ique software. as I try i keep getting a initialization error.

To run this application, you must first install one of the following versions of the ,NET Framework: v4.0.30319. contact your application publisher for instructions about obtaining the appropriate version of the .NET Framework.

So i checked my version of framework which is 4.8. I even use a repair tool to try to fix it....nothing. Idk if it was a update that messed the .net framework up or what happened. so far the only affected programs are the 2 mentioned above.

Now when im install the sdk of dragon center and it is going through addons it is adding this error then.

At the end of install on both dragon center and ique they both say that they can not open because of being behinda firewall or blocked. which they are not.

just looking for a solution.

.net frame 4.5.2

I am running Win 8.1 on an HP laptop.

I have .net frame 4.5.1 installed but need .net frame 4.5.2.

It refuses to install what can I do?

I got around this error by first completing the following:

• Extract the .esd file to an ISO - http://answers.microsoft.com/en-us/...36e-af4e-d3b9118a8864?page=1&tm=1433519642487 *Note I used the NTLite method
  mentioned in the article.
• Mount the ISO to Drive F
• Then complete run the following from a elvated command prompt - Dism.exe /online /enable-feature /featurename:NetFX3 /source:F:\sources\sxs /LimitAccess - as described in this article - How to Offline Install .NET Framework 3.5 in Windows 10, 8 Using this Tool | TechGainer

Doesn't resolve the error, but lets you enable .net 2 / 3.5
