Windows 10: .Net Framework 3.5 - Windows 10 Error 0x80070002

Having the same problem as many other people on this and different support forums and I have not found a solution that works or is clear and after asking my own questions on other forums I've now been told to "seek more professional help" so I'm now asking here . Every time I try to download .NET Framework 3.5 I get the Error code 0x80070002 and it refuses to install I've tried directly downloading the installer, updating windows 10, I've ran sfc /scannow and it finds no integrity violations. I've downloaded the repair tool for the .NET framework which hasn't worked either and I've ran the DISM tool on the Windows\winsxs folder which has not worked either and I'm still trying to find a solution. .Net Framework 3.5 Error 0x80070002


I'm trying to install this for the Hearts of Iron 3 launcher, and the Fall from Heaven mod for Civ4, among other things in the future. Every time I try, I get that error code. I'm running Windows 10.

OK, the Windows 10 Feature installation method should have been straightforward, but since that errored out as well, something else seems to be going on with your Windows, so wait for somebody with more experience to suggest a way out.

In the mean time, if you haven't already, you could give muchomurka's suggestion a go as well with the elevated prompt and an install media to see if it works. The following link shows the detailed steps involved.
