Windows 10: net framework 35 actual offline install

hello im looking for an ACTUAL offline installer for net framework 35 in win10 to install certain program why asked to install win update when i already downloaded 200~ mb offline installer anyway? i have been looking everywhere but no dice, im sorry if i missed solution herei know the recommended alternative is using DISM,but the situation is my workplace's PC is prohibited from connecting to internet and USB so i cant use DISM methodis there a way to install it without reinstalling windows, connecting to internet, DISM/inserting flashdisk or such?preferably ACTUAL offline install, just cli

no, problem is still actual for me.

have MSI Notebook, problem is

System.MissingFieldException: Field not found: 'WPFOSD.GraphicsSwitchWnd.VGAType'.

at MSI.SCM.SCMII.WMIEventMath(Int32 WMIEvent), after i make something by S-BAR buttons like adding volume or something like that.
