.NET Framework stopped working and is turning itself off after the lastest Windows update

    Hello,

My laptop has had issue with downloading Windows 10 Updates for about a year now. 50% of updates end in "Failed to install updates, reverting changes". Today, this didn't happen but I found myself unable to download most applications. I looked at why and found out my .NET framework may not be working. So I went to try and download it, and everything seemed fine. But then, once I restarted my computer, I was greeted with the following error:

"To run this application, you must first install one of the following versions of the .Net framework:

    v4.0 v2.0.50727 ..."

So I try to download these versions. When I download the v4, I am greeted by a message saying it's already on this computer and I need to enable it in my control panel. And when I go to "Control Panel > Programs and features > Turn Windows Features on and Off", I see ".NET Environment", ".NET Extensibility 3.5", ".NET Extensibility 4.8", and "ASP .NET 4.8" all turned off. But when I turn them on successfully, I go back and they're all turned off again for no reason.

When I download the v2, I am given "Error Code 0x800F080C"

I am running Windows 10 Home with OS Build 18362.720, Version 1903

Any help is greatly appreciated. Thank you
