Windows 10: net framwork 3.5 error

when I tried to install net framwork 3.5 on windows 11, I face error code 0x800F0954Tried solutions 1-Turn on windows features2- trying to bypass WSUS server 3- clear CBS logs4- trying to install offline throw mounting windows 11 and CMD

Tried both of these and no luck unfortunately.

Error still occurs.
