Windows 10: Netflix Offline Download and Windows 10

I am using a windows 10 computer and I am experiencing issues when I am trying to use the download feature of Netflix. When I press to download a movie or tv series is gets stuck, it starts downloading but then pauses on its own and doesn't download. It may try to re-download on its own but gets stuck. I have tried cleaning the app data, making sure my pc and all my features and graphics are updated but nothing seems to be working. Is anyone else experiencing this issue.
I have tried removing the app and re-installing it as well but I still have the same issue? If yes, was anyone able to fix this? and how?

I use a laptop. The issue began once offline downloading was possible with the Netflix app on Windows 10. I did not make any changes before the issue happened. I use the Netflix application downloaded from the Windows store to play the offline downloads.
I did not receive any error messages.

As i said before, when i downloaded the update for the app, the issue went away temporarily, and to be more specific, it went away for one use of the offline downloads. After that, the issue came back, but when i connected to a wireless network and attempted
to play the offline downloads on the Netflix app, the play button was displayed and the videos played just fine. When i disconnected from my wireless network after one of the offline downloads was playing, i had no further issues and was able to play any of
the offline downloads on my computer.

Why is internet connection required to play Downloaded videos with Windows 10 Netflix app? That defeats the purpose of downloading a video to watch OFFLINE!
