Windows 10: Netflix/Video Popup View Stutter on Windows 10?

TLDR: When I play Netflix or any video in popup view (via the app) on my Windows 10 PC it stutters and freezes constantly unless I click back to it.

Full: I've a ASUS tower with Windows 10 and 16 GB of RAM, 3TB hardrive and an AMD Radeon RX 480 graphics card. I only have one monitor and like to game so I'll open the Netflix app and watch things in the popup window so it's always on top while I do other things. Occasionally it works properly, though most of the time it'll stutter and freeze constantly whenever I tab back into a game. I watched the usage and my game never takes up too too much RAM and it doesn't look like Netflix (or other popup video programs) take up any less than necessary. I play all my games in Windowed

Fullscreen/Borderless and usually have my FPS capped at around 70. At first I thought it was only Netflix, though I use the Floating in YouTube chrome extension and it had the exact same problem, so I don't think it's the video apps. It happens with FFXIV, World of Warcraft, GW2, really any game I play. Any help would be appreciated. It's impossible to watch things and game with it acting this way. Thank you in advance!

Netflix app stuttering, Windows 10 Anniversary Update AND Creators Update

Hello,

Thanks for helping out. The Anniversary Update was the first version of Windows 10 I installed on this computer, so I never tried it on an earlier version.

I have already checked for updates for the Netflix app and I am running the latest.

One other thing I forgot to mention, it is not merely Netflix that stutters. It appears that my whole computer stutters. If I move the mouse while a video on Netflix is playing, it stutters as well. Only when the video playback is stopped does the stuttering
also stop. Happens with the app and Edge. This does not seem to happen on other sites such as YouTube. It also does not seem to happen when watching video on sites that use Flash.

 

Video Stuttering

I have windows 10. Since the upload, it has been acting kind of off. Especially when I am trying to watch a video. The video stutters a lot whther I am watching YouTube or Netflix. I have already tried to restart my entire computer. That did not work.
My mouse pad is also facing the same issue. I wonder if that it related. Any advice on what steps I should take? Thank you for your time!

 

Netflix stuttering bug on Windows 10 1903 - full updated

It's mostly a problem with the Netflix app on Windows 10 (which is the only way to get 1080p and 5.1 sound in Windows for Netflix). App was working fine before updating Windows to 1903, but now it's stuttering when set to fullscreen and subtitles enabled.

My current workaround is to set Windows in Tablet mode and auto hide the taskbar. This also results in fullscreen video but for some reason it does not stutter like this.
