Windows 10: Netsh.exe- Application Error where it states The application was unable to start...

Hello Everyone. I use Dell Inspirion 5570 where I have windows 11. Recently my windows 11 got some update. And after that, whenver, I try to restart or shutdown my laptop, there is pop up like netsh.exe- Application Error where it states The application was unable to start correctly0xc0000142. I have watched so many youtube videos to fix this issue but it doesn't get fixed. I tried reinstalling the windows, updating all the drivers, using cmd to restore the health. But nothing worked. Can you please give me any kind of solution? I am having a very hard time fixing it. This only occurs during

so malwarebytes wanted to delete this, and now it keeps spamming me with this error

"winx86.exe - Application Error
The application was unable to start correctly (0xc000007b).
Click OK to close the application"

I click OK and it keeps popping up with this

Application Unable to Start

I downloaded Opera Installer, clicked on the fie to open it and was told "Application Error" - the application is unable to start correctly error 0x00000005. This file has been downloaded thousnads of times; my system is clean and Scannow reports no integrity violations. I shut-off Windows Defender and tried again. It still did not start, nothing happened. How can I find out what is preventing the Opera browser from starting?
