Windows 10: netutils.dll missing???

Discus and support netutils.dll missing??? in Windows 10 BSOD Crashes and Debugging to solve the problem; Help anytime i boot up my PC this error message pops up. i dont know what it means but barely anything on my pc works. i cant send an image for some...     netutils.dll missing???


    Help anytime i boot up my PC this error message pops up. i dont know what it means but barely anything on my pc works. i cant send an image for some reason so ill just type out the error "The code execution cannot proceed because C:\Windows\system32\netutils.dll was not found. Reinstalling the program may fix this problem" I know system 32 is INSANELY important but I don't know how to find or even access it so I don't know how it could be missing.

    DLL Missing


    I actually posted the link for the "list of troubleshooting steps to resolve your boost_threads.dll problems" which is located half way down the page. I did not mean to promote any downloads.

    Why don't I just go back and indicate that on my original post? That way there's access to the 'step-by-step' instructions, which are accessed via those green 'plus' signs next to the topics.

    DLL Missing


    The problem is, that the required DLL is not actually even listed there.
    There are just dozens of download adware links from the top to the bottom.
