Windows 10: Network adapter shows that it has internet, but all programs won't connect to the internet...

This problem happens with all network adapters.Also when connecting a phone with usb tethering.In the network adapter settings it shows that IPv4 has connectivity. Icon on the right bottom displays a connected icon and displays internet acces when hovering over it. This problem continues to happen when connecting to different home modems.All other devices on the network, works perfectly fine. It's just the laptop thats not working correctly.Chrome displays an error: ERR_NETWORK_ACCES_DENIEDTried to search that error code on my phone but all the options to fix it didn't work or are not relevant

When did you last connect normally, and what might have changed since then?

 

Internet connection

So I've seen this problem before and was not able to resolve it on a ASRock board. I ended up selling that board. Now I have a system I just put together for a guy it doing the same behavior.

Network connection shows connected but no internet. (hard wired) If you disable the network adapter and enable it, it works fine. Re boot the PC and problem returns. No internet, disable network adapter and enable it, it now works.
