Windows 10: Network Bandwidth low under 1Mbps- Should be 100Mbps

Discus and support Network Bandwidth low under 1Mbps- Should be 100Mbps in Windows 10 Network and Sharing to solve the problem; I am running Windows 10 Enterprise edition, Version 1903.     Network Bandwidth low under 1Mbps- Should be 100Mbps


    I am running Windows 10 Enterprise edition, Version 1903. Task Manager (Resource Monitor) is showing Network speed to 10Kbps. I been working all day trying to fix this problem. I started to reconfigure Windows Update following what a lot of people believe is the culprit, also went gpedit in computer configuration and QoS scheduler that doesn't work either and last verified the windows registry but nothing appear to work, any help on how to fix this problem will be highly appreciated. Thank you.

    It is your Internet Provider who needs to help you correct this as they are required t give you the speed you pay for and provide this Support as part of the service.
