Windows 10: Network Block with UAC enabled

Discus and support Network Block with UAC enabled in Windows 10 Network and Sharing to solve the problem; Hi, sorry for my poor english.     Hi,
    sorry for my poor english.

    I just realised that the Registry set "EnableUAC=1" Windows 10 is Blocking my Home Network App. With File Explorer I can acess all the Network, but from my Networking Application , it is just and simpled Blocked!
    With the setting =0 all is working fine.
    So, is that what MS says ist and advertise "Security"? Well, they must be talking to the folks in the Third World.
    I am asking what Netqwork Virus would do .
    Forget Wibndows 10, that is a abuse!

    Unblock Publisher Windows 10

    One method:

    Type 'UAC' in the Search Box and launch the settings screen'

    Disable UAC (lower the protection level);

    Install the 'personally trusted' Software; and

    Re-enable UAC to protect computer.

    D-Link DWM-156 USB Modem blocked by Windows 10

    Using this as a standby connection in case cable internet is down.

    When trying to run the program, UAC popped up and said "blocked for my protection!"

    Tried to enabled in Security and UAC yet no go as it's publisher is NOT TRUSTED!

    Checked the D-Link site no newer software what-so-ever.

    Can someone please point me a direction?

    Yes Malware can mess with the UAC and other settings. UAC is for protecting the OS from bad user habits, by warning you that you may be doing something that can be considered dangerous, so that you are paying attention.

    If Networking Applications is not working right, you can fix the associated services with Farbar's Minitoolbox and Service Scanner. They are available over at bleepingcomputer.com

    Thank you.
    There is not to Fix in my PC. UAC is simply Blocking the Network.
    This is a new PC , I had installed few, well known Programms.
    There is no Malware, no Virus, there is no Bad user habits, there is no need of teaching me about PC , there is no need to "protect" my own PC from myself. Theres is nothing suspicioues here, the only suspicious thing is Windows Blocking my activity and I can not explain why.
    What I am doing is a Standart, Clean, transparent thing, that every Operating System should be able to perform. And is working normally ever since Windows XP.
    But the "new" and "Secure" Windows does not work for what it is, to Execute Code, instead is Blocking all the people around the World. Great.
    That kind of "Security" is no Security, is just crazy.

    And with UAC disabled, most part of the OS is not working, there are a lot of popups, saying "App can not work" or something similar, why is that? With UAC disabled the Windows App should be working or do we have to understand there is a Security issue for me from Windows App´s? How to understand all that behaviour?
