Windows 10: Network speeds are severely capped Windows 11

Sometime between 01/11/2025 and 01/22/2025, something in Windows 11 broke and limits my internet/network speeds through my Ethernet cards. As you can see from the attached speed-test history, normal historical throughput was measured at average 630 Mbps consistent with my ISP’s service plan before Jan-11-2025. Then on 01/22/205 I tested my speeds and they consistently well below previous results, recorded at average 110 Mbps. I have not been able to solve this problem regardless of numerous steps I have taken to troubleshoot as listed below: 1 My internal network car

Windows capping internet speed

Windows is capping my internet speed to 20MBit per second when connected to my router

ways i tried connecting
Network Connection is capped when connected to my Home Network through WiFi

Network Connection is capped when connected to my Home Network Through mobile hotspot wifi sharing

Network Connection is capped when connected to my Home Network through USB Tethering

Network Connection is NOT capped when connected to phone's mobile data through hotspot

Mobile phone does not experience same network capping when connected to WiFi
Tried router factory reset also same issue

Thanks for the response, but none of your suggestions seem to have worked. I don't have any sort of network optimization software installed on my machine. I tried both the network reset and clean boot to no avail. Speedtest.net still consistently reports
download speeds in the 130-140 Mbps range, and file downloads are still capped around that mark as well.

my internet should be 200mbps and I only get 30 the rest of my family get the full speed but me and my brother don't so what is capping my speed is it my network adaptor inside my laptop my laptop is a HP 255
