Windows 10: New 3950X Build - background flickering when shuffling Windows ...

I just upgraded recently from a Intel based i7 8086k build to a Ryzen 9, I also did a full clean format, but went straight to Windows 10 Insider Ring (currently on 19613) - I have always used Insider Ring, for the last two years so this isn't anything new.





Current Specs:

• Ryzen 9 3950x
• Asus x570 WS PRO ACE
• 32GB (2x16) 3000 Crucial Ballistix C16 XMP (but manually tweaked to run at 3200)
  • I also tried to just run ram at STOCK JDEC 2400 MHZ - and also tried at STOCK XMP 3000 - it did not make any difference!
• Latest Clean NVIDIA Driver: 445.87 after using DDU in safe mode
• NVME WD Black Gen 2 SSD for my OS drive
• Monitors: 2xLG 32" 1440p 144Hz LG-GK650F-B monitors
• 2x Authentic VESA Certified 8k Display Port Cables

Problem: I am noticing this flickering from the background windows, pretty much everywhere. This started right after I switched out my Intel CPU for the AMD CPU and did a full clean format.



I repeat: I have done a full clean format from a USB, wiped out my existing C drive, and went straight to the Windows Insider Build using a legitimate Windows ISO Insider FAST (v19041) from Microsoft (which then updates to 19613 after installation).



I also grabbed the latest AMD "Chipset" drivers directly from AMD - ( 2.04.04.111 ) but aside from that I don't know what's going on with this build.



I have used the same cables, monitor, and GPU. The only thing that changed was the CPU, motherboard, and a FRESH clean install of Windows.



Is there some setting I am missing, or some file?



It's been a week and this background flickering is super annoying, it was 100% not there in the past on the Intel build.



For what it's worth, I have tried both G-Sync OFF and G-Sync ON -- but made no diffeence (and again, this was not an issue before the upgrade), G-SYNC worked fine on my matching dual monitors.



Watch what happens when I maximize and "restore" a window that is the front, whether it's a youtube video, or a simple 2D window. The background window flickers and shines through the foreground window.

Note: There are no background apps running during this, it's literally 2 windows.



Any advice / help / ideas would be much appreciated. This is really affecting my OCD.

10240 NO shuffle


Desktop Slide show shuffle and custom time interval added as a tip at the bottom of step 7 in OPTION FIVE below to help.

(4K DP, 1440p DP, 1200p DVI-D) Triple monitor setup; 2 monitors have the same background when background is set to slideshow shuffle

My setup:

• CPU: Intel Core i7-3770
• GPU: AMD Radeon HD 7870 GHz Edition, fully updated drivers
• OS: Windows 10 Pro v1803, fully patched

Steps to reproduce:

1. Connect the monitors as in the title
2. Set wallpaper background to shuffle in Windows Settings

What happens:

2 of the monitors (always adjacent to each other) have the same background.

What should happen:

All 3 monitors should have different backgrounds.

Anyone ever seen this before? Any ideas?
