Windows 10: New background each day - how to?

I have a folder of pictures that I would to change on my pc background each day. I know it sounds crazy but it is not just various pictures, I set it up so that it is in line with holidays, seasons or personal events. Each picture is dated in order for the whole year in a seperate folder. I have that set up to change daily in the personalization settings but I have noticed twice now that when the pc is off it does not count as time and the picture does not change, they are several days out of alignment. I would like to know how to fix this so that it still changes daily, even if the computer i

We understand that you don't want some apps to run on the background of your computer. What we suggest is to
control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

As a workaround, I suggest you to change the desktop background/ remove the desktop background and check.

I suggest you to create a new user account and check if it fixes the issue. Refer to the steps below to create a new User Account:

• Go to Settings.
• Choose Accounts and then select Other User Accounts towards the left.
• Select Add an Account.
• Enter a user name and hit Next.
• Click on Finish.
• Sign out from the current Account and Log into the new account.
• Check if issue persists.

I suggest you to try the steps below and check if it helps.

• Press Windows Logo Key + I. Then click on Personalization.
• Click on Background to change it.
