Windows 10: New Bluetooth mouse in question

I have new Bluetooth mouse and it is not being detected on my laptop. I have to turn it on but it is not working. I tried to connect it on the other device and it is being recognized. The problem I think is the Bluetooth itself on the laptop there is no option to turn it on.

I did try that, no difference.

You mean on the computer? It's built in.

• Try connecting the Bluetooth adapter of your mouse to a different USB port.

The only thing in the 1.5' between the mouse and the laptop is a chair arm and the computer power cord.

• Go to the Start screen.
• Type Windows update and click on it from the list of results.

Windows is up to date.

I thought I just did. It's a Microsoft mouse.
