Windows 10: New Computer, Can't link existing MS Account

I am trying to set up a new computer for my Uncle who is 91 who bought a new Dell Inspiron with Windows 10 pre-installed. This is to replace a 15 year old computer he is currently using.Upon starting it up, he is asked his email which I entered and his password which he does not know. The options are to either send an email to his email he has not had for 12 years a roadrunner or send a text to his phone. The first option is an obvious no-go and the second option is his landline house phone! So yea, you cannot receive text messages to your house phone.It gave me a link to useaccount.live.co

Strange Windows 10 User Account issue.

Unfortunately I had done those steps numerous reboots, it just, reappears for no good reason. The base account isn't even a Microsoft account, it's a local account.

I haven't quite tried the built in administrator account on W10, but so far in my experience on my own computer, the built in account seemed to have absolutely no more control than I did on my own.

It's just strange, I go in, it warns me twice about deleting the account, then it's gone. Reboot, and it's back?

EDIT: Just to specify, both command line and Netplwiz both say only HIS account exists on the computer, it doesn't list this rogue account. This is what I meant in my first post about the fact that even Windows doesn't seem to believe it exists, HALF the time. *Frown

can't link a ms account to a local account on windows 10 again

Hi!

There was a local account (the first one given at install time) on the PC and my ms account was linked to it.

I removed this account, but first made it again local, and now I'm about to link this ms account to a new local account or just simply give to this ms account access on this computer. I receive a message during the process that this account already exists
on this computer.

Currently I have two local user (on admin and one normal) on the machine and the normal one should be linked or changed to a ms account that is not working because of the above mentioned.

How can I fix the situation?
