Windows 10: New high end pc on windows 11 has delays and lags on League of Legends

I have really struggled with trying to figure out past 8 months why I am getting stuttering and lag when playing League of Legends looks that things happening and I lose seconds on my screen too I have gone through a lot of troubleshooting steps and searched lots of forums but none have seen to work. This issue seems to happen mostly when the screen is moving quickly and in fights when I am in game. I even builded a new pc and my pc specs are the aboveCPU: AMD Ryzen 5 7500fGPU: Saphire Radeon Rx 7800 xtMonitor: Lg ultragear 27 QHD 2560 X 1440 165 hz with overlock 180Motherboard: Giga

lag only in league of legend

in past few days my league of legend is normally works and past few days it become lag my normal ping is 23 but now my ping is 180 what should i do sometimes lag sometimes not lag but my internet speed is fine

 

League of legends crash

I upgraded my windows version to v1809 and when i entered a match on league i was getting 01FPS ... but before the upgrade i was getting 50 FPS at very high settings so i searched on youtube and recovered my windows version to version 1709 my laptop stopped
lagging and being slow but when i try play a game on league of legends my game keeps crashing after champion selection ... does it got to do with windows or ?

Any ideas how to fix it ?
