Windows 10: New laptop 4p12-19. Return?

New notebook 4-12-19. On 4-19-19 I restored to April 12 as it would not reboot in timely manner. About a hour later got blue screen error, "collecting information and shutting down computer." Then when it came back on said "Diagnosing to attempt repair." Then "could not repair." Could troubleshoot but nothing worked. At one point this came up "logfile c:windows\system32\logfiles\srt\srttrailtext" I think that is register error? No matter what I did it would not open to desktop, just stupid blue screen with error messages. Under troubleshoot I found system restore. Had only 2 choices, both April 19. I chose the later 2 PM as the earlier 11 AM was restored earlier to 4-12 when problem started. and I restored to April 19 2:00 PM and that finally seemed to fix it. But it is extremely slow. Like 5 min to get to desktop when starting. Should I just return to store as this is to much trouble for a brand new computer.

The error code 19 describes that, Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged.

Recommended resolution

• Uninstall and reinstall the driver.
• Revert to the most recent successful registry configuration.
  

Before we could reset the computer to factory settings, I suggest you to refer to the below article and perform the troubleshooting steps suggested for error code 19.

Windows 10 update 12-19-15 broke Start button+

The 12-19-15 Windows update on my desktop (not laptop) left the left-click on the Start button not functioning, the right-click on the Taskbar not functioning and the left-click on the Notification center icon not functioning. I looked on the web but did
not find a satisfactory solution. I unloaded the update and the functionality returned. The update reinstalled this morning and this functionality disappeared.

One suggestion I have not tried "set up a new user". If this is the solution, what are the steps? In the past, the initial user always was the default and would emerge at unknown future times? Can the old, corrupt user actually be removed, or is this
suggestion just a Band-Aid?
