Windows 10: New laptop - Very strange keyboard issue when using other languages

I'm currently on holiday in Thailand and I bought a basic laptop for writing while here. It's an Acer Switch One SW1-011 with a removable keyboard. It's running Windows 10 32-bit single language and everything is in English. I added Norwegian keyboard to English US as most of what I write is in Norwegian. On a Norwegian keyboard, there will be a character known as ø where the semicolon is on other keyboards. I have several laptops and PCs at home with both English and Norwegian keyboards, so I know my way around them. The issue I'm having is that the ø character does not type when I press the key for it (; semicolon). However, if I hold the key down, suddenly several øøøøø will start to appear. So I have to do this and delete the extra ones every single time I want to write an ø. If I change the language to Eng with international keyboard, the semicolon ; (same key) types just fine. I did an experiment and added a Danish keyboard, which has the ø and æ characters reversed with respect to Norwegian keyboards and the same thing happens, only this time it's the æ that will not type unless I hold down the key. So there is something strange with this one key and languages other than English and it is driving me crazy trying to figure out how to fix it!!! Can anyone help? I downloaded SharpKeys and AutoHotKey, but they aren't helping.

Keyboard Language changes automatically in Outlook between header and text

Installed Base: W10, O365 (Office 2016), Language French (Suisse)

I have a very strange issue: on my machine I installed French (suisse - by definition), German (Suisse) keybaords and languages

Once I open a new email (to-line), it uses the French (suisse) keyboard and by switching to the text part it changes to French (FRENCH) keyboard which I never installed.

I know that you can define a language and attach another keyboard...I checked this and this is not the case.

I tried alreday to install French and uninstall it...with no success.

Problems in installing a language pack in Windows 10

I have tried to add English (International) to the language settings of my brand new Windows 10 laptop computer, so I can type characters in Portuguese, French and Spanish without using other keyboards for accent marks and cedillas, but there's no such
option in the zillions offered when I go to Settings, change keyboard settings, etc. As I had done that numerous times with previous computers, I find this very frustrating and one feature that actually moved backwards, since a laptop is supposed to be portable.
If I need to add a keyboard to every language when I could use the very keyboard on the laptop to do the same before, there must be something I can do to avoid that. I would certainly appreciate if someone can tell me how I can fix that glitch and I thank
you in advance.

Well, just off hand I would say your problem stems from the fact that your Windows installation is a "single language" edition.

Single language edition refers to the language that Windows is displayed in. In this case, there can only be one language. It was installed with English (US). This is the default language and cannot be changed nor can other languages be added without upgrading ($€£).

Forgot to mention that I have another laptop running Windows 10 single language edition without this problem. Also, on this new laptop, when I press the semicolon key in any language and keyboard configuration other than Eng and Eng keyboard (INTL for example), the semicolon key switches languages in a similar way as WIN+SPACE does, but without the pop-up and it doesn't switch keyboards if you have one language with multiple keyboards. Only by holding it down can I get it to write the character I need øøøøøøøø
