Windows 10: 'New' laptop w/ Windows 11 and 16GB of ram...sloooowwwwww

I've got win11 on 2 of my main machines and it runs just fine. One has 64GB of ram and the other has 128GB. These were win10 machines that got upgraded to 11.I'm setting up a new reconditioned Dell 12th gen i7 laptop with an RTX3050 GPU and a nvme drive for my father-in-law and it's taking at least 30+ minutes to create and log into a new account. When I setup my 2 machines I did not encounter this long delay.Only thing I can think of is that it's only got 16GB of ram. More 64GB is on the way, but I'm curious if the length of delay here is due to only having 16GB.Task manager says it's usi

16GB RAM only 8GB usable on Windows 10 x64

have 16GB of RAM installed on my computer, but only 8GB is usable. I am running Windows 10 x64. I have tried the following steps to fix this issue, but they have not worked:

1. I have updated the BIOS to the latest version.
   
2. I have tried reseating the RAM modules.
   
3. I have tried using different RAM modules.
   
4. I have tried run-MSConfig
   

I am still not able to use all 16GB of RAM. Any suggestions?

8GB of ram or 16GB of ram in Win. 10?

I am in Taiwan and might buy a new laptop. For Windows 10, 8GB of ram or 16GB of ram good? I plan to install Photoshop and Illustrator.
