Windows 10: New laptop windows 10 slow user accounts except 1st account.

I have set up a new dell laptop and have the following issue: The 1st account created works great all around. Created an 2nd account for use as standard account to protect computer. That account seems to work well EXCEPT on the Internet. Tried another account- same thing. It seems that ONLY the 1st account created works perfectly, and every other account after that has problems with the internet. Same for both Chrome and Edge, Switched standard to admin- same. Switched admin to standard- same- as in that original admin account that was the 1st account made still works great. Did a 3rd account

Strange Windows 10 User Account issue.

Unfortunately I had done those steps numerous reboots, it just, reappears for no good reason. The base account isn't even a Microsoft account, it's a local account.

I haven't quite tried the built in administrator account on W10, but so far in my experience on my own computer, the built in account seemed to have absolutely no more control than I did on my own.

It's just strange, I go in, it warns me twice about deleting the account, then it's gone. Reboot, and it's back?

EDIT: Just to specify, both command line and Netplwiz both say only HIS account exists on the computer, it doesn't list this rogue account. This is what I meant in my first post about the fact that even Windows doesn't seem to believe it exists, HALF the time. *Frown

Look at this thread,How to Delete a User Account in Windows 10, it may help. You can try the various methods.
Make sure you are using an administrative account when removing the account or log on using the Administrator's account.

Or, if you are patient and know what you are doing, manually remove it.

2. Have you made any changes on these accounts after creating them?

Not initially. Tried rebooting, removing and readding after a reboot. Tried adding via CLI and GUI interfaces

After that I tried one of the suggestions and tried coping a good account over the newly created account. That did not work

3. Does this issue persists on any specific user account?

No it persists on all newly created accounts do not work

4. What are the troubleshooting steps you have created in resolving the issue?

Just the ones mentioned in Step 2

5. Do let us know if you have any user account with no issues on your computer?

only the initial account that was created when I upgraded to windows 10
