Windows 10: New PC build, keyboard not detected, can’t enter bios

Hello, I am a 5th grader building my first pc. I built and finished my pc but when I try to run the setup with the keyboard it says no keyboard detected. I have been doing research but I cant find anything that will fix it. This is what the screen looks like when I turn it on. If you know how to fix it please let me know. It would be helping me so much. THANKS! New PC Build, Issues with Keyboard in BIOS Setup

Hello,

I am having trouble setting up my recently built PC.
I have a picture of the issues I am running in to. My keyboard (though detected) is completely unresponsive when entering BIOS. At first, I thought it might be a motherboard issue, but i've tried switching motherboards and I encounter the same problem.

Additionally, the computer thinks that two keyboards are plugged in, and 1 mouse (no mouse plugged in).

Specs:
TUF Gaming z490-PLUS Motherboard
Intel i9-10900KF Core
64 GB of Corsair RAM (In the picture, I'm troubleshooting with 32 gb of ram)
Nvidia Geforce RTX 3070
Noctua NH d15
Razer Keyboard

PC will not go to BIOS - says no keyboard detected

"The keyboard is, I believe, just fine. The keyboard works after boot. It used to work when entering the BIOS. Current behavior is not indicative of a keyboard failure. Something else is wrong."

Yeah, I've developed this same problem. Doing a clean install of W10 on an empty drive. Keyboard worked fine to enter the BIOS for two days. Now, after running my first set of Windows Updates, I suddenly have an extra screen at the end of the BIOS parade from "American Megatrends" which says at the bottom "NO keyboard detected!"... and now I can't use the keystroke to get into the BIOS before boot anymore. Shift restart fails for me (it says "Please wait" and then hangs) though it worked fine previously. It probably has something to do with the failed version 1803 update that hangs every time at restart... the very one I'm trying to boot from the CD in order to install offline. Sigh. Working on Windows is like kicking the Tar Baby. Eventually, every option left to you gets eliminated, and meanwhile the Tar Baby never sez nuthin'.

Update: I noticed that this PC has a legacy round jack for antique keyboards, so I rummaged around and found one. Ha ha, the BIOS admits that it can find this keyboard -- just not my USB keyboards! Ridiculous. *Banghead

By the way, the machine wasn't lying. I could occasionally tease it to the point where it would say "Hit any key to boot from CD/DVD" or "Insert media and then kit any key" and it absolutely did not see keystrokes from the USB keyboard.

That's only BIOS problem, nothing to do with OS. OS is not active at that time so no drivers for any part of BIOS. BIOS needs to be set so USB controller is set to legacy mode for some KBs.
