Windows 10: New PC with windows 10 resolution looks fuzzy

Hello,

I just built a new PC and upon installing the Windows 10 pro OS the screen looks blurry. Even the 1920x1080 wallpapers that came with the machine look god awful. I've been searching online for the last few days and I can't seem to find a fix that works for me, but through all my attempts, I'm convinced the issue is with windows (especially as BIOS is not fuzzy at all). My specs are below:

OS: Windows 10 Pro. - I have the most recent updates.

I have a samsung HDTV as a monitor, a UN48H6350 with a screen resolution of 1920x1080. - I have the most recent updates.

My video card is a ROG Strix RTX 2080 TI. - I have the most recent driver updates.

My cable is an HDMI that worked just fine with my last machine.

My previous computer looked just fine on this same monitor. I was using windows 7 and I had a geforce 570 GPU. No issue.

1) Yes, my monitor is set to "Fit to screen"

2) When I access the resolution settings in windows, my max resolution is 1920x1080.

3)Scaling is set to 100%

4) I have adjusted "cleartype" to no effect.

I'm not sure what else to do here as I have all the recent updates for drivers and software and none of the fixes I've found online seem to work. The microsoft forums brought no fix either. Can anyone help me figure this out? I really spent a lot on this build and I have thus far been unable to enjoy it, in fact, I find logging into the computer to be really disheartening now.

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
