    Can't manipulate start menu tiles


    Hi Haydawg, welcome to Ten Forums.

    That is because of a set Group Policy. When Start Layout Policy is enabled, users cannot modify Start but are instead shown a preset layout as set in a specified layout XML file.

    Here the difference as seen on my Start. First when Group Policy is enabled:

    Here's where you find the policy in question in Group Policy Editor (gpedit.msc):

    If the computer belongs to your employer or other organization the policies may be set by IT dept and you might not have permissions to edit group policies.
