New USB Device not recognised repeatedly

I just got a brand new fresh and clean install of my Windows 10 and I thought it would stop that problem but apparently not. I know this isn't a malware issue or a bug. I've tried unplugging every USB one-by-one and I was left with just my video card and AC cord. So even then problem wasn't solved. Tried to update USB drivers but device manager keeps refreshing and I can't find the culprit among the other ports. I tried using a 3rd party app that allows me to view a log of all the devices that connect to my computer but it doesn't detect that either. My motherboard is a bit old since it's a De

"USB device not recognised" notification keeps repeatedly flashing up

I've tried going into device manager and disabling and uninstalling to no avail. How do I get rid of this as it's repeatedly coming up and is driving me nuts *Mad Device mgr when open refreshes on each notification and show the offending unknown device.

Incidentally I have tried going into settings and disabling "Notify me if there are any issues connecting to USB devices". This get's rid of the notifications but does not really solve the problem just hides it.

New USB Device not recognised repeatedly

    USB Devices not recognised.

I have two devices that regularly are not properly recognized by Windows 10 one is a Garmin GPS and the other is a DJI Phantom Drone. In the case of the Garmin the USB Drives are recognised by Windows (Confirmed using USBDEVIEW) but the software does
not recognise the device and continues to search for it.

In the DJI case it seems to recognise the device but the software cannot access the Drone information i.e. Version Numbers etc. It also often reports errors on the SD Card inserted into the Drone but no errors are reported if the SD Card is inserted into
    a card reader.

Any suggestions that I can try would be appreciated.
