Windows 10: New Win10 installation contains NO .NET 3.5; re-download offline

I installed Windows 10 v21H2 on a new computer and let it install all available updates.Then after some days I double clicked a program and got the response:.NET 3.5 is missingSo I had to manually ! install this .NET 3.5 version since only .NET v4.8 and later were installed.Shouldn't Win10 AUTOMATICALLY install all updates even the old, previous .NET packages?Moreover when I double clicked on the previously downloaded .NET v3.5 OFFLINE ! packagedotnetfx DotNetFramework v3.5+SP1eng.exewith a size of 237054 KB .NET contacts a microsoft servers anyway and downloaded the corresponding .N

Shouldn't an OFFLINE package already contain everything needed for installation?

You might want to try copying everything off the thumb drive to a local folder on the hard disk instead of running setup from the thumb drive itself.

 

Unable to download any framework for .net - (error code 0x80070002)

OK, the Windows 10 Feature installation method should have been straightforward, but since that errored out as well, something else seems to be going on with your Windows, so wait for somebody with more experience to suggest a way out.

In the mean time, if you haven't already, you could give muchomurka's suggestion a go as well with the elevated prompt and an install media to see if it works. The following link shows the detailed steps involved.
