Windows 10: New Windows 10 HP Laptop won't get past the photo splash screen on first startup

I am trying to help a relative set up their new Win 10 laptop long distance and have come to a dead end. First it would not let us get past the create a Microsoft account which they did not want to do - but we set one up just to get past that screen. Then it wants to have a PIN set up - and when clicking on Skip for Now - it comes to a screen that says that an error occurred setting up your PIN - try again. On the screen to set up the PIN there is no place to enter anything - all there is is the Skip or the Next button. So it kept going back and forth. Finally I had them shut down the laptop, wait ten minutes and start it again. This time they were able to get to the sign in screen - which they did - entered their password - and it went to the next screen with the photo of the beach with the date and time. That screen was there for over a half hour before we just gave up. Is there a way to reset the laptop to start setting up Windows 10 all over again - fresh - this is an HP laptop - Stream 11 model. The laptop will be used by an 11 year old child for school work. I have set up several Windows 10 laptops and PCs before and have never encountered problems like these. Any help that can be offered is appreciated. When I got off the phone with them the parent was overwhelmed and the kid was crying. Windows 10 is impossible!

I would like to note that step 20 comes up with no files. Perhaps this could be the source of the issues?

After Windows 10 update, signin screen won`t accept my pssword.

Sign-in screen won`t take my password after Windows 10 update on a new HP laptop. I had setup a pin login but now asks for Microsoft password which I wrote down and have used before but will not accept now.
