Windows 10: Newest Windows cumulative update broke my start menu and settings

i tried EVERYTHING, from restarting to doing a image health check including restarting explorerI can't even uninstall the update with how the entire internet says you need the menu and settings to do itffs can microsoft make one quick fix to this or AT LEAST remote repair their broken **** OS
