Windows 10: "News and Interest" does not open browser

On my work-provided computer, news and interests shows weather information for the wrong location. Trying to figure out what location it is pulling data from, I click on it, there are two popups. The first says "we're having trouble loading your feed" and then "you might be offline or there could be something happening on our end." The second popup asks me to enter the PIN for my smart card 2-factor authentication login. When I click on the windows security window to enter my PIN, both windows close and I'm back where I started. My guess is that "News and Interests" is trying to access a

Edge browser no longer displays the news feed

I am replying to the above advice. Been there, done that. In fact, I did that set of steps before I ever asked for help here. Does anyone have any other suggestions? It is very inconvenient to have no taskbar.
