Windows 10: News & Interests missing altogether

Hello! First I'd like to apologize if this is in the wrong area. I'm VERY very new to this type of forum so I apologize in advance.But essentially, I'm on a Surface Pro 4 running the latest update of Windows 10, and the News and Interests button is not on my taskbar. I can't enable it either because the option to do so is completely missing. I've tried everything from updating to even working with policies and cmd prompts. Nothing gives me the option to enable News & Interests. I've looked all online for it as well and there's NOTHING regarding the option even being gone. I would REAL

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

 

FPS drops below 10 every couple of minutes
