Windows 10: Ngrok is not virus. Windows should stop troubling developers!

Ngrok is developers tool. Why Windows is deleting ngrok-v3-stable-windows-amd64.zip as virus??? Even after tuning off Windows Firewall and Virus and Threat Protection, something keeps deleting the zip as soon as I download it. It's annoying. After lots of struggle, found the way to allow this tool on my system. Microsoft should stop troubling developers.This is not only example. We wasting hours struggling through simple setups only because of the way Microsoft has architected the things.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
