Windows 10: No CMD Prompt, No Internet, NO FRIGGIN WAY

I am exhausted. I am getting furious. I am fortunate to have a work laptop to work off of. But this is the story....



Just bought a brand new computer (Dell Inspiron - same exact everything as my work computer bc I loved it that much) and it came loaded with Windows 10 Home. Went through a day of On/Off internet and thought that's strange, never had this problem with any other laptops (3 of them in the house) or devises 5+.



For the past 2 days, I show full internet and ALL OTHER DEVICES ARE WORKING FINE, however, my new laptop maybe has internet for an hour each day. The rest of the time I get the DNS is not working, Cannot Connect (even though the friggin WIFI has 5 bars), ECT ECT!!!



I researched info on how the IVP 4 or IVP 6 needs to be changed or the DNS, or whatever...I am willing to go through the process (whatever it takes), but the irony is that I DO NOT HAVE CMD PROMPT or POWERSHELL to make any changes. This is because I am in WINDOWS S MODE. But I don't give a shit about that anymore, the computer is useless without internet. So then I go into Windows Security to switch out of S mode and the damn thing won't let me access it without the internet.



What options do I have to get this thing to work before I just return the damn thing? Also, what are the risks of getting out of S mode?



TLDR: Internet keeps dropping on new laptop, even though I have full bars and other laptops are running on the WIFI with no problems. Do not have CMD Prompt of Powershell because computer is in S mode, but can't fix internet without leaving S mode to get CMD prompt.

Low ping from cmd prompt high ping in game

Now the ping times are normal again 35ms-38ms cmd prompt 41ms from pingtest site. Just tested it 20min ago with 0 bandwidth usage on the router's monitor and got 35-38ms cmd prompt 160-350ms from 3 different ping test sites. As far as I can tell its completely random, the cmd prompt latency numbers are always same.

I can live with this, I have for a long time now. I just want to make some sense of it.

When trying to use cmd prompt it pops up with an error saying "This application was unable to start correctly (0xc0000142)." When following steps to try and fix any uninstalled updates on the computer from this forum, it shows up with the same error.

Please help!

Trying to get an Xbox One game to work which asks us go to cmd prompt to configure the IP address.

I had win 10 setup so that shift right click context menus showed cmd prompt, as powershell does a lousy job with batch files, which I use a lot.

Latest update killed that setting and I can't get it back. None of the suggestions on the web are working. So two questions:

1 - how do I get it back to the way I want it to work

2 - how do I get the updates to stop effing with my settings.
