Windows 10: No exe can be executed

Hello. I tried to execute an exe file created by the compilation of code in MS Visual studio 2015 but it doesn't work. Every time i try to execute it stucks. Specifically in command prompt, Ctrl+C doesn't work. Then I tried to compile the code in other apps. But the executable does't work with them either. What could be the problem?

If I download any software(exe file) in my laptop , It cannot be run or executed in it.

I can run the exe files downloaded in another computer.

Usually, you can just double left-click the .exe file (if not compressed) to open it. However, if it's compressed, you need to install a 3rd party software to extract it.
